Ten years ago, painting the streets in Salt Lake City was an odd concept, an event only seen in Italy or in that west coast state called California. Now, Utah Foster Care Foundation’s Annual Chalk Art Festival is a must-see community art event attracting more than 20,000 visitors each year.
